Report of the National Commission on the Causes and Prevention of Violence. The basic findings are: violent crimes are chiefly a problem of cities and are committed mainly by the young, poor, male inhabitants of ghetto slums. powerful social forces in the slums are generating rising levels of violent crimes. An improved criminal justice system is needed and progress toward urban reconstruction.
