Indonesia, resources, culture, history, and politics are examined as they relate to the preparation of a plan for economic development.  Drawing upon his experiences as a member of a United Nations technical assistance mission to Indonesia, Professor Higgins describes the vicissitudes of a plan whose implementation was inevitably affected by stormy political events.  He also clearly delineates what happens in a colonial country after independence is achieved-the struggle for peace and plenty which is harder than the struggle for independence itself.
