Documentary from renowned Venezuelan filmmaker Angel Palacios that documents the terrorist path of militant Cuban exile Luis Posada Carriles, and his longstanding relationship with the CIA, dating back to the1960's. This film is the result of two years of meticulous research by an investigative team that examined declassified documents and criminal files, and interviewed witnesses and survivors from several Latin American countries.

Posada Carriles now resides in Florida, and despite having been detained on immigration charges, was released from prison and is welcomed as a political exile by the Bush administration. Many consider it an outrage that Posada Carriles has never been brought to justice for the numerous acts of terroristic violence that he stands accused of. The most notorious of these acts was the bombing of a Cuban airliner flying from Barbados to Venezuela in 1976, in which all 73 people on board were killed.
